(Formerly numbered 209.) (Same as Management M277A.) Lecture, three hours. Concentrated study of law governing financing of land transactions from both national and California perspectives. Topics include California deed of trust, installment land contracts and other mortgaging substitutes, mortgaging rents, receivers, lender liability for hazardous waste and environmental problems, prepayment, foreclosure, priorities, California antideficiency legislation, impact of borrower bankruptcy on mortgage lenders, construction lending, future advances lending, condominium development, and secondary mortgage market. S/U or letter grading.
M215. Law and the Poor (3)
(Same as Public Policy M295, Social Welfare M290R, and Urban Planning M248.) Lecture, three hours. Designed for graduate students. Study of major income-maintenance programs in the U.S., with emphasis on interaction of moral attitudes toward the poor and structure and implementation of law, policy, and administration. Current reform consensus and major reforms. Letter grading.
M239. Elements of Economic Organization (2 to 6)
(Formerly numbered 239.) (Same as Management M209.) Lecture, three hours. Preparation: familiarity with basic vocabulary and concepts, including basic principles of accounting and valuation. Requisite: course 230. Advanced course in business organization. Examination of structure of business transactions and allocation of control, risk, and return. Topics include venture capital investments, debt and loan agreements, employment agreements, distribution and marketing agreements (including franchising), motion picture production/finance/distribution agreements, and joint ventures. Assigned reading and focus on documents that incorporate terms of business transactions of deals. S/U or letter grading.

(Formerly numbered 267.) (Same as American Indian Studies M267.) Lecture, three hours (15 weeks). Special legal status of American Indians and Indian tribes and tension between moral/legal claims and political forces. Sources and scope of federal, state, and tribal power on Indian reservations; property law concepts unique to Indian tribes and Indians; rights of American Indians in relation to federal, state, and tribal governments and federal trust relationship to Indians. Letter grading.
M267A. Federal Indian Law II (3)
(Same as American Indian Studies M267A.) Lecture, three hours. Special topics in Indian country jurisdiction and issues of Indian property rights, including land, water, cultural property, and hunting and fishing, as well as tribal economic development. Consideration of international law treatment of indigenous rights. S/U or letter grading.

(Same as Community Health Sciences M245A-M245B, Dentistry M300A-M300B, Education M217G-M217H, Medicine M290A, Nursing M290A-M290B, and Social Welfare M290E-M290F.) Course M281A is requisite to M281B. Intensive interdisciplinary study of child physical and sexual abuse and neglect, with lectures by faculty members of the Schools of Dentistry, Law, Medicine, Nursing, and Public Health and the Departments of Education and Psychology, as well as by the relevant public agencies. Analysis of structure and function of local, regional, and state government in historical and institutional context: organization, finance, intergovernmental relations, role of judiciary, public services, lawmaking, citizen participation through initiatives and referenda, and government tort liability. Letter grading.
M315. Asian American Jurisprudence (3 to 6)
(Same as Asian American Studies M215A.) Lecture, three hours. Designed for graduate students. Through judicial opinions, commentary, and historical readings, examination of how American law has shaped demographics, experiences, and possibilities of Asian Americans and also how they shaped American law as well. S/U or letter grading.
331. Immigration Law (3)
This course examines the constitutional, statutory, and egulatory law governing the rights of non-citizens in the United States. Specifically, the course examines the rights of non-citizens who seek to enter the United States as immigrants or temporary visitors, the rights of non-citizens who are present in the United States (with or without legal status), removal procedure, defenses to removal, and the various forms of protection offered to political and religious refugees. There will be a three-hour open book final examination.
359. Social Advocacy and Domestic Violence (4)
(Same as Social Welfare M241D.) Lecture, three hours; fieldwork. Use of domestic violence as a case study to give students skills needed to advocate for individuals or issues. How systems work, how law legitimizes systems, and how advocacy can be used to change the systems.

428. Clinic - TRIBAL LEGAL DEVELOPMENT CLINIC (4)
(Same as American Indian Studies M238.) Lecture, three hours. Students provide nonlitigation legal assistance to Native American tribal nations, mostly in California. Clinic services include development and modification of tribal legal codes and constitutional provisions, development of tribal courts and other dispute resolution processes, and drafting of intergovernmental agreements. Cross-cultural representation, legislative drafting, and intergovernmental negotiation skills stressed. Letter grading.
M431. Educational Advocacy (2)
(Same as Psychiatry M490.) Clinic, two hours (12 weeks). How to provide educational advocacy based on IDEA, ADA, and Section 504 of Rehabilitation Act on behalf of children with learning disabilities, behavior disorders, and mental retardation.
